指挥防护工程升级改造项目是提升作战使用效益的有效途径之一,也是国防工程现代化建设的必然趋势,开展指挥防护工程升级改造项目的后评价研究,能对其他同类改造项目的决策、施工和管理起到指导作用,实现同类改造项目的作战效益与经济效益最大化.结合指挥防护工程升级改造项目的实际特点与军队工程项目后评价的基础理论,从过程、效益、影响3个维度建立后评价指标体系,采用层次分析法(AHP)与云模型相结合的方法对升级改造项目进行评价.通过某工程改造项目实例分析,较为准确地反映该工程改造的成效,为类似防护工程改造项目后评价提供参考.
Research on post-upgrade and reconstruction evaluation of command protective engineering based on AHP-cloud model
Upgrade and reconstruction project of command protective engineering is an effective way to enhance its operational efficiency and is also an inevitable trend in the modernization of national defense engineering.Conduc-ting post-evaluation research on the upgrade and reconstruction project of command protective engineering can pro-vide guidance for decision-making,construction and management of similar reconstruction projects,achieving the maximization of operational and economic benefits.Combining the practical characteristics of the upgrade and re-construction project of command protective engineering with the basic theory of post-evaluation of military engineer-ing projects,a post-evaluation index system is established from three dimensions:process,benefits,and impacts.The AHP(analytic hierarchy process)method and the cloud model are combined to evaluate the upgrade and re-construction project.Through the analysis of a case study of a specific engineering reconstruction project,the effec-tiveness of the project reconstruction is accurately reflected,providing reference for the post-evaluation of similar protective engineering reconstruction projects.
