人民防空工程安装充电设施防护策略探讨

为贯彻国家大力发展电动汽车的政策,推动电动汽车充电设施的建设,规范在人防工程内部安装电动汽车充电设施的行为,通过文献研究、案例分析,并走访座谈了开发单位、施工人员、监管部门、电动车厂家和电力部门等各方主体,从存在的问题及各方责任分工出发,聚焦关键技术问题,针对新建、既有人防工程 2 种场景,提出全过程针对性的管控措施,并建议采用V2X充电桩技术来解决人防体系中战时供电系统不足的问题,兼顾了社会、经济和战备效益.
Discussion on protection strategy for installing charging facilities in civil defence construction
In order to implement the national policy of vigorously developing electric vehicles and promote the construction of electric vehicle charging facilities,and to standardize the installation of electric vehicle charging facilities within civil defence construction,this study conducted a literature review,case analysis,and interviews with various stakeholders including developers,construction personnel,regulatory authorities,electric vehicle manufacturers,and power departments.Starting from the existing problems and division of responsibilities of vari-ous parties,focusing on key technical issues,targeted control measures are proposed for both new and existing civil defence construction.It is suggested to adopt V2X charging pile technology to address the insufficient war-time power supply system in civil air defence system,taking into account social,economic,and war preparedness benefits.
