Considerations about the Ecological Construction of Nature Reserve Network
Using national, especially Fujian provincial data, this paper deals with ecological conservation and restoration regarding nature reserves. It is pointed out that the nature reserves in China are highly scattered and managed by different administrative units, causing various investment and management handicaps. To effectively manage them, it is key to establish nature reserve network within a region, such as a province or an autonomous region. The authors firstly discusses the basic functions of nature reserves, main types and distribution of national level nature reserves in Fujian as well as in China, and the necessity of building up nature reserve network. Then major countermeasures and recommendations are presented: (1)to combine nature reserves in a certain region like Fujian province into a closely related network; (2)to carry out further scientific research on the network; (3)to achieve reasonable relations between water conservation and use within nature reserves; (4)to develop a circling economy related to nature reserve developments; (S)to advance the conservation and suitable utilization of dominant resources depending on nature reserves; (6)to implement an unified financial policy and plan; (7)to harmonize relations among different managerial institutions, and (8)to embed nature reserve related work into the strategy of constructing Fujian into an ecological province (the Eco-province Project).
