Incentives for Consolidation:The Motivational Logic of the Grass-roots Consultative Democracy——A Follow-up Observation Based on the"Seven Events System"in H Community
Community consultation,represented by the extensive participation of urban and rural residents in deliberation and consultation,is an important manifestation and expression of China's socialist consultative democracy at the grass-roots level.However,how to keep these consultative democracy practices,which are diverse in form and far-reaching in value,in operation is the primary issue in promoting the institutionaliza-tion of grass-roots consultative democracy,and has a bearing on the in-depth development of people's de-mocracy in the entire process.Based on a follow-up observation of the"seven events system"in H commu-nity,it is found that grass-roots consultation is problem-oriented,and the various subjects participating in public consultation form an initial incentive focusing on solving problems in interaction.With the evolution of the consultation activities,the participating subjects will gradually integrate diversified additional incen-tives.The two form a"double-layered incentive"structure,which provides a basic impetus for grass-roots consultative democracy.In this driving process,the two mechanisms of trust and social capital nourished by grass-roots public consultation can release the effectiveness of consolidating grass-roots public consultation,and thus continuously promote the steady progress of grass-roots consultative democracy.
