After the mid-Ming Dynasty,there was a shortage of food in some parts of Fujian,and the shortage became even more servere in the Qing Dynasty.After the Opium Wars,with the rapid growth of economic crops in rural Fujian,the increase of grain demand caused by urbanization and the change of the national grain supply and demand pattern,the import of foreign rice,flour and wheat in Fujian gradually rose.It is es-timated that between 1889 and 1936,Fujian imported an average of about 900,000 dan of foreign rice and approximately 260,000 dan of foreign flour each year,in addition to a small amount of foreign wheat.The total of these imports was roughly around 1.2 million dan per year.While foreign grains played a certain role in addressing the food needs of the people in Fujian,an outflow of funds intensified trade imbalances,causing concerns among people from all walks of life.Therefore,on October 4,1933,the Fujian provincial govern-ment announced a tax on foreign rice.
