The construction of the compliance mechanism of the BBNJ Agreement is the core of international o-cean governance,aiming at the conservation and sustainable use of marine biodiversity.A comprehensive frame-work needs to be established,including an executive compliance committee,a regulatory system,a compliance determination,and the design of non-compliance responses.The mechanism is based on the principles of facili-tation,transparency,non-confrontation and non-punishment to enhance compliance capacity and cooperation.Drawing on the Nagoya Protocol,punitive and preventive measures are introduced to ensure effectiveness and fairness,balance the interests of all countries,and protect the rights and interests of developing countries.
