The non centralized construction area is an important area in national spatial planning and an important spatial carrier for imple-menting comprehensive planning and governance.In response to the spatial characteristics of complex and diverse ownership,diverse ele-ments,and diverse management entities in non centralized construction areas,taking the central urban area of Chongqing as an example,a land spatial planning strategy for non centralized construction areas is proposed.In response to the diverse characteristics,it is necessary to plan spatial development goals in a coordinated manner,construct a land spatial planning system for non centralized construction areas,and implement the requirements for controlling"diverse"elements layer by layer through hierarchical zoning and management,Fully leverage the dynamic role of"diverse"entities through collaborative governance with multiple regulations.
