摘要
在轨道交通建设及运营期内谋划沿线城市开发,可有效促进入口、空间、产业集聚,实现建成后的土地增值效益回收.但是在现实中,其受政策、规划、市场、开发主体等因素制约致成效并不显著.为此从项目开发视角,对轨道建设与城市开发协同的相关因素进行分析,提出凝聚共识、前期筹划、持续经营、长效机制、弹性策略等举措,加强开发主体与政策制定者的联动,以期促进轨道交通与城市开发在时间、空间、资金安排上相协同.
Abstract
During the construction and operation period of rail transit,development of cities along the rail can effectively promote agglomera-tion of population,space and industrial,in order to achieve the recovery of land value-added benefits after completion.However,in reality,the effectiveness is not significant due to factors such as policies,planning,markets,and development entities.This article analyzes the fac-tors related to the synergy between rail transit and urban development from the perspective of developer,proposes measures such as consen-sus formation,early planning,long-term operation,long-term mechanism,and response to potential factors,strengthens the connection be-tween development entities and policy makers,in order to promote the synergy between rail transit and urban development in terms of time,space,and funding.
