基于多层次PDCA理论的EPC建设项目投资概算控制流程优化研究

在采用EPC模式的建设项目管理中,实际投资超出概算的现象屡见不鲜.根据价值工程理论,设计环节对项目全过程投资管理成效的影响程度最大.但实践中,缺乏科学、成熟的设计阶段概算控制流程可循,因此,有必要研究如何通过设计管理流程优化,实现对EPC投资概算目标的合理控制.为此,根据相关文献研究、参照项目管理实践经验,分析探讨当前EPC项目设计阶段影响概算控制的深层动因,引入了 PDCA模型,并将其有针对性地进行层次拓展,针对该模型不同层级的具体内涵和应用要点进行分析,并对工程管理对应环节提出合理建议,以期能够对EPC项目投资控制提供借鉴.
Investment Budget Control of EPC Construction Project Based on Multi-Level PDCA Cycle Theory
Among the construction project management utilizing EPC model,it happens frequently that the actual investment exceeds the budget.According to the theory of Value Engineering,the designing phase makes most obvious impact to the whole process investment of the project.However,there are quite few reasonable and mature process to follow for controlling the project budget of design stage,and thus it's necessary to research how to optimize the management process during design stage so as to realize better control on the investment target of EPC project.Consequently,based on research on the relevant references and practical experiences of project management,this paper analyzes the deep causes which impact the investment control of EPC projects during design stage,and the PDCA model is introduced and specially developed on its levels to further analyze its details and main points for application,and finally reasonable suggestions are proposed against corresponding phase in the project management in order to provide guidance for the practical EPC project on its investment control.
