厦门市国土空间规划管理技术规定编制探析

摘要
在国土空间规划改革的新时期,厦门现有的城乡规划管理技术规定已不适应新的形势需求.如何搭建框架、充实内容,继续发挥技术规定的指导作用,成为亟待解决的重要问题.为此,结合发展要求、管理需求和审批实际,基于对现有技术规定评估的工作基础,以精细管控、动态更新、广泛适用、服务建设的技术思路,探讨厦门市国土空间规划管理技术规定的编制框架与内容,以期为各地推进国土空间技术标准建设提供参考.
Abstract
In the new era of land spatial planning reform,the existing technical regulations for urban and rural planning management in Xiamen are no longer suitable for the new situation.What kind of framework and content can continue to play the guiding role of technical regulations has be-come an urgent issue to be solved.This article combines development requirements,management needs,and approval practices,based on the evalu-ation of existing technical regulations,and adopts a technical approach of fine control,dynamic updates,wide applicability,and service construction to explore the framework and content of the technical regulations for Xiamen's land and space planning and management,in order to provide refer-ence for promoting the construction of land and space technology standards in various regions.
