摘要
通过对当前城镇防涝治理中存在的概念混杂、范畴重叠、标准不一、设施能力不匹配、内涝解决缓慢等问题进行研究分析,梳理内涝防治、排涝及防涝之间的相互关系,提出防涝体系概念、把"内涝防治"与"排涝"纳入防涝体系、并开展防涝体系设计标准研究、将"内涝防治"与"排涝"作为防涝体系的内部环节进行协调互补、以行泄流量进行设施能力的匹配衔接、因地制宜执行地面积水设计标准的规定等等思路,以期理顺防涝体系关系,提高部门、标准、设施的协同性,加快解决城镇内涝问题,为正确开展城镇防涝项目规划设计工作提供建议.
Abstract
By studying and analyzing the problems of mixed concepts,overlapping categories,inconsistent standards,mismatched facility capabilities,and slow resolution of urban waterlogging control,this paper sorts out the interrelationships between waterlogging prevention and control,drainage,and waterlogging prevention,proposes the concept of a waterlogging prevention system,incorporates"waterlogging prevention and control"and"drainage"into the waterlogging prevention system,conducts research on the design standards of the waterlog-ging prevention system,coordinates and complements"waterlogging prevention and control"and"drainage"as internal links of the water-logging prevention system,matches and connects facility capabilities based on discharge flow,and implements the provisions of land area water design standards according to local conditions.The aim is to streamline the relationship between the waterlogging prevention system,improve the synergy of departments,standards,and facilities,and accelerate the resolution of urban waterlogging.Provide suggestions for the correct planning and design of urban flood prevention projects.
