Law-based Governance:Optimization of Governance Path in Undergraduate Vocational Colleges
Vocational undergraduate education plays a leading role in vocational education. A good opera-tion of vocational undergraduate education is not only the implementation of the requirements of industrial development in the new era,but also an inevitable response to meet the high-quality education needs of the people. However,due to the inherent weak foundation of vocational undergraduate colleges,there is an imbalance in the dual leadership system,cumbersome bureaucratic structure,administrative interven-tion,conflicts in academic freedom,strong dependence on the role of government in its operation and a lack of legal thinking etc. in the process of law-based governance. Administrators in undergraduate voca-tional colleges should be fully motivated to follow the rules of education under the framework of law-based governance and adhere to the principle of public welfare. Internally,based on the president's responsibili-ty system under the leadership of Party committees/board of directors,they should stick to law-based gov-ernance and academic freedom under the guiding principle of college regulation and they should imple-ment flat management as well as strengthen the supervision from teachers and students. Externally,they should clearly define the range of power,fight against excessive intervention in accordance with the law,focus on and serve the local area to gain governance space,in order to realize law-based governance and promote high-quality development of undergraduate vocational education.
