This paper uses the LDA topic model to analyze the text content of regional innovation policies and refine policy themes,and uses the difference-in-differences model to explore the impact mechanism of regional innovation policy to promote urban innovation based on panel data of 275 cities in China from 2005 to 2019.The study found that regional innovation policies affect urban innovation through the factor agglomeration effect,the innovation incentive effect,and the policy space effect.The innovation policy has the strongest promoting effect on the innovation ability of coastal cities and cities in the southeast of the Hu Huanyong Line,and a greater impact on large-scale cities.The higher the industrial structure of the city,the implementation of innovation policy can more effectively improve the innovation ability of the city.We should strengthen innovation incentives,formulate differentiated innovation policies,improve the policy evaluation mechanism,and pay attention to knowledge spillovers between cities.
