The environmental protection behaviors of public sector employees are of great significance in promoting the development of low-carbon transformation in China.Based on the"Stimulus-Organism-Response"theory and the social influence theory,310 public sector employees were selected as research objects to investigate the mechanism of energy-saving policy on organizational citizenship behavior for the environment of public sector employees.The study found that mixed and voluntary energy-saving policy can directly and positively affect organizational citizenship behavior for the environment of public sector employees.Mixed and voluntary energy-saving policy affect organizational citizenship behavior for the environment of public sector employees through the psychology of identification,while obedience does not have a mediating effect between each type of policy and organizational citizenship behavior for the environment of public sector employees.In addition,gender,age,education level,staffing type,CPC membership and administrative rank have a moderating effect on the path of voluntary energy-saving policy affecting organizational citizenship behavior for the environment of public sector employees.The public sector should strengthen energy-saving education and training,guide employees to establish identification with energy-saving policies,and design energy-saving behavior guidance policies differently based on individual characteristics.
