The construction of hierarchical medical system is an important part of deepening healthcare reform and an important measure for better allocation of healthcare resource. The quantitative evaluation of hierarchical medical system can evaluate the scientificity of the existing policy, clarify the advantages and weaknesses, and provide a decision-making basis for the formulation and improvement of healthcare policy in the future.Based on the existing researches and the characteristics of hierarchical medical sys-tem,this paper used text mining and expert interview method to quantitatively evaluate the texts of eight hierarchical medical policies promulgated in China from 2012 to 2021 by constructing a PMC index model. The average PMC index of the policies was 6.85,which was generally at a good level,of which 1 policy was excellent,5 policies were good, and 2 policies were acceptable. The sample policies mainly have the problems of lack of medium and long-term planning, low attention to prior supervision, and obvious insuf-ficient content of capital investment. The authors put forward optimization suggestions for the above prob-lems,including promoting diverse policy effectiveness, improving the policy supervision and evaluation system, and increasing the capital investment in hierarchical medical system.
