长三角地区人口老龄化程度演变及对策探究

积极应对人口老龄化一直是政府工作的重大战略部署,以我国较发达且较早进入人口老龄化的长三角地区为切入点,基于2000-2020年安徽省、浙江省、江苏省和上海市的面板数据,运用熵值法、ArcGIS 10.8软件可视化功能绘图探究长三角地区人口老龄化程度演变.测算发现,2000-2020年长三角地区中,上海市老龄化程度综合指数始终偏高,增加幅度最大的为江苏省,增加幅度最小的为浙江省,老龄化程度综合指数总体呈现急速上升的趋势.基于上述结论,应以积极的态度和行为应对人口老龄化,从落实老龄化相关配套政策、健全多支柱社会保障制度、完善多层次服务机制、建立健康支持体系、优化高质量养老供给路径及推动养老产业与养老事业发展等方面入手,为长三角制定人口发展战略和老龄化相关政策措施提供经验和建议,避免老龄化问题阻碍社会发展和社会稳定.
Proactively responding to population aging has always been a major governmental strategy.Taking the Yangtze River Delta region,which is more developed and has more aging population in China,as the analytical point,based on the panel data of Anhui Province,Zhejiang Province,Jiangsu Province and Shanghai from 2000 to 2020,this paper explores the evolution of population aging in this region by u-sing entropy method and ArcGIS10.8 software visualization function drawing.It suggests that from 2000 to 2020,the comprehensive index of Shanghai's aging degree is always on the high side,with the largest increase in Jiangsu Province and the smallest increase in Zhejiang Province,and the overall comprehensive index of aging degree shows a rapid upward trend.Based on the above conclusions,we should take a posi-tive attitude and practice to deal with the aging of the population.We should start with the implementation of supporting policies related to aging,improve the multi-pillar social security system,improve the multi-level service mechanism,establish a health-supported system,optimize the supply paths of high-quality aging care,and promote the development of aging care industry,so as to provide with development strate-gies related to aging population,as well as avoid the aging problem hindering social development and social stability.
