In order to provide scientific evidence and policy recommendations for the optimization and improvement of infant care services in China,this study utilizes policy texts issued at the central level to promote the development of infant services as analysis samples.Content analysis method is adopted based on the policy instrument theory to construct a two-dimensional analysis framework of policy instruments and childcare service field.The research results indicate that the degree of application of policy instrument from different dimensions and their internal sub instruments vary.Furthermore,the support for family in-fant care and community infant care in policy texts is not sufficient.It is suggested to strengthen the use of supply-oriented internal sub instruments,increase the use of demand-oriented policy instruments based on the perspective of family and community infant care services construction,and make good use of environ-mental and mandatory policy instruments.
