Building a clean government that satisfies the people is the unwavering goal of the Party and the country.As an iconic concept with distinctive Chinese characteristics,a clean government is not only the concretization of the integrity clause in Chinese constitution and the main project of building a clean China,but also an inherent requirement for the re-form of the government governance system.The integrity clause in the current administrative legal norms text has initially woven an institutional cage for governance of administrative corruption by confirming the principle of prohibiting administra-tive profit seeking,reducing administrative law enforcement matters,and preventing the blending of political and commer-cial interests.At the same time,there are also limitations such as insufficient density of norms,weak operability,and in-sufficient external constraints of power.Efforts can be made to establish a sound system of institutional norms for a clean government with Chinese characteristics from such five aspects,incorporating the principle of administrative integrity into the code,incorporating integrity indicators into the assessment index system for government ruled by law,constructing a mecha-nism for reviewing the integrity of major administrative decisions,establishing a law enforcement supervision system as a guarantee for clean law enforcement,and establishing a public reporting system for the construction of a clean government,and so in order to transform the institutional advantages of building a clean government into the governance effectiveness of achieving the goal of government integrity.
