The technological leap has triggered the deepening application of digital technology by administrative agen-cies,and public administration such as administrative licensing and penalties has ushered in an era of automated adminis-tration.The algorithmic characteristics of automated administration led to the technical suspension of procedural rights gran-ted to counterparties by law,such as statements,defenses,reasons,and hearings.Technological due process is a digital extension and process-oriented interpretation of due process.By extracting the constituent elements of automated adminis-tration,sorting out the relationships between elements,and demonstrating the value of elements,a regulatory framework of"four dimensions and eight elements"has been constructed to address the issue of due process in automated administration,enriching the contemporary connotation of the theory of technological due process.In the process of implementing this regu-latory framework into a legal system,we should base ourselves on the standardized practice of automated administration in China,and form a technical and legitimate process regulatory approach for automated administration from two aspects of conceptual innovation and institutional construction.
