The concept of a digital rule-of-law government embodies the integrated interplay of digital governance,the rule of law,and digital jurisprudence.Digital security fundamentally anchors in national security,primarily operates in the realm of digital technology,and is constructed on the basis of rule-of-law values.It is characterized by its people-oriented approach,comprehensiveness,and coordinated features.It plays a protective role in the construction of a digital rule-of-law government and occupies a foundational position.The inherent dependency,comprehensiveness,and uncer-tainty of digital security lead to practical dilemmas such as unclear value definitions,uncontrollable risks,and inadequate institutional frameworks.Therefore,it is advisable to adhere to an integrated approach,establish the unified comprehensive position of digital security in the construction of a digital rule-of-law government,and build an integrated protection mechanism.This mechanism should appropriately handle the relationships between security and development,security and efficiency,and security and capital.Based on this,a data risk assessment system,data utilization tracking system,and dy-namic data decision verification system should be established.
