The new ethical risks posed by algorithmic technology are far-reaching,pervasive and severe,and have exceeded the bounds of traditional computer ethics.Although the algorithmic ethics manifests its strong goal in the form of codification,it is confined by the structural defects of"external"and"content"in the structural graph,which leads to the malfunctioning of the operation mechanism.In the face of the new ethical risks of the algorithmic society,algorithmic ethics has emerged as a dilemma of shortcomings and depths.The reason for this is that the algorithmic ethics is weakly binding on external structures.In order to achieve better regulation of algorithmic behaviors by algorithmic ethics,it is necessary to en-hance its external binding force through the idea of legal control.In the context of the increasing specialization,codification and systematization of algorithmic ethics,promoting the legalization of algorithmic ethics in order to realize the"synergistic dividend"of technological innovation and risk containment in algorithmic society,has become the best choice of path.
