The new textualism in statutory interpretation is an interpretative theory originated in the process of respon-ding to intentionalism. It firmly declined to resort to legislative intent and revoke related arguments than traditional textual-ism that advocates plain meaning rule.In terms of interpretation methods, new textualists advocate dictionary definition as the starting point of textual interpretation, actively uses interpretational canons to deal with difficult issues, and encourages judges to refer to the internal context of the enactment.Since there is no fundamental difference between new textualism and other interpretive theories, the inability of texts to achieve self-autonomy,and the defects of specific interpretation meth-ods,it is still necessary to go beyond new textualism and explore a possible interpretive framework.
