The modernization of the criminal proceedings rule of law plays a key role in the process of Chinese moderni-zation,and the construction of the criminal procedure code as an important symptom of the modernization of the rule of law in criminal proceedings,the time is ripe for it to take place in China.The criminal procedure code should not only meet the formal requirements of construction of structure,arrangement of provisions and standardization of terminology,but also sat-isfy the substantive requirements of realizing due process,reshaping the litigation structure,and possessing operability,with the improvement of the level of human rights protection under the rule of law,the realization of judicial fairness,and the improvement of judicial efficiency as its value objectives.The codification of the criminal procedure law is the backbone of Chinas modernization of the rule of law,aiming to achieve the harmonization of criminal procedure laws and norms,pro-mote the structural transformation of"trial-centrism",and bring it into line with the world's common norms of criminal justice.Criminal procedure law should be codified in substance,with a view to systematically codifying existing legal norms,readjusting the structure of the criminal procedure law,selectively absorbing existing provisions in judicial interpre-tations,expanding and improving the content of the norms in a refined manner.
