Institutional civilization is one of the ways in which Chinese civilization is constructed and characterized.The legal code can demonstrate the spirit of institutional civilization from multiple dimensions such as form,authority,log-ic,and system.Therefore,the legal code is not only a representative achievement of institutional civilization,but also an innovative expression of institutional civilization.In the long history of institutional civilization from both domestic and for-eign sources,the compilation of legal codes has played an important role in"legitimizing"civilized countries,constructing a unified legal order,and forging a sense of national community.Therefore,it has been highly respected and favored by rulers from ancient times to the present.When promoting the compilation of the administrative code in China,it is necessa-ry to"observe changes from the perspective of the civilization history of the code system",and then construct the adminis-trative rule of law landscape of Chinese institutional civilization,demonstrating the Chinese institutional characteristics of administrative rule of law civilization.Although the form of the legal code does not involve positions or preferences,the compilation of the legal code must be carried out under specific institutional civilization background and specific national conditions.The compilation of the Chinese administrative code should highlight the prominent characteristics of modem Chi-nese civilization,shape the institutional resilience of Chinese administrative governance,and continue the ideal of the reju-venation of the Chinese nation.The political decision-making and legislative arrangements for the compilation of adminis-trative codes should be promoted from the perspective of the civilization of the code system,and specific issues such as the selection of names,style design,compilation steps,content framing,and legislative techniques of administrative codes should be handled well.
