Reviewing the text of Foshan business environment legislation and the approach to improvement——Comparative analysis based on the 11 cities in Guangdong province
Improving the quality of business environment legislation is the key to building legalized business environment.Local legislation on the business environment has the characteristics of atypical management laws,strong timeliness policy laws,and multi domain collective legislation.In 2022,Foshan issued the"Market Entity Service Regulation in Foshan".Comparing with the business environment regulations in 11 cities in Guangdong province,it was found that the legislation in Foshan has the following issues such as a small amount of repetition in legislative style and provisions,insufficient creativity,the weakening incentive mechanism to be improved and insufficient refinement of government responsibilities.To this end,it should have a correct understanding of the positioning and value of local legislation on the business environment,attempt to establish a mechanism for reviewing repeated legislation,enhance local features of legislation,focus on setting incentive norms,refine and solidify government responsibilities,guide and promote the construction of the business environment through legislation,and strengthen the legal guarantee of the construction of the business environment in Foshan City.
