全生命周期视角下福建省自然资源清单管理探索

自然资源清单是有效执行全民所有自然资源资产所有权委托代理机制的基础和重要手段,同时也是行使全民所有自然资源资产统一管理的重要工具和途径.通过福建省全民所有自然资源资产所有权委托代理机制试点实践,探索性地提出以明确编制层级、确定编制对象、编制与审批、动态调整、实施监督为关键节点的流程框架及其实施建议,构建福建省全民所有自然资源清单全生命周期管理模型,可为建立资源清单管理制度提供支撑.
Abstract
The natural resource inventory is the basis and important means for the effective implementation of the principal-agent mechanism of the ownership of natural resource assets owned by the whole people,and it is also an important tool and way to unify management of natural resource assets owned by the whole people.Based on the pilot practice in Fujian Province,the author puts forward the process framework and implementation suggestions with clear preparation level-determination of preparation object-preparation and approval-dynamic adjustment-implementation supervision as the key node.The whole life cycle management model of the natural resources inventory of the whole people in Fujian Province is constructed.It can provide support for the establishment of resource inventory management system.
