International Landscape and China's Improving Path of Discourse Power in Digital Human Rights
With the global digital divide increasingly fierce,digital human rights,as the fourth-generation human rights,are not only an important connecting point between global digital governance and international human rights governance,but also a key field for global value integration and interest gaming.The digital human rights are related to the digital transformation and upgra-ding of the international political and economic order,and have become a breakthrough for countries to seize the chance in digital discourse and rule making.The United Nations advocates the establishment of a global digital contract based on human rights,and the existing specifications,policies,and systems on digital human rights are the results of a two-level game between national and international interests.Enjoying the leading advantage,European and American countries are vigorously promoting the Euro-pean and American patterns to become the global digital rules and have a great voice in digital human rights.By refining the theo-retical discourse of digital human rights with global identity,enhancing the discourse power of international agenda setting,opti-mizing the theoretical path,realistic path,and fundamental path in the rule formulation of discourse power,China can compre-hensively promote the discourse power in digital human rights.
