Systematic Pathways for Crime Record Data Governance:From Standardization to Intelligent Application
The establishment of a criminal record system and governance mechanisms is a core proposition in the modernization of criminal justice as well as in the modernization of crime governance systems and capabilities.However,the current criminal re-cord data system in China faces practical challenges such as issues of data completeness and accuracy,conflicts between data sharing and rights protection,and insufficient technical and management capabilities,which severely constrain the rapid develop-ment of China's digital society and digital governance.Therefore,breaking through the multiple barriers of criminal record data and exploring a systematized governance concept and pathway with Chinese characteristics holds significant theoretical significance and practical value.The value stance of the systematized concept of criminal record data with Chinese characteristics lies in reali-zing governance that is scientific,rule-of-law-based,standardized,and intelligent.To this end,firstly,it is necessary to estab-lish a unified scientific standard system for criminal record data as a key foundation for the governance mechanism.Secondly,the rule of law should be advanced in the collection and management of criminal record data in China as a key measure of data gov-emance.Thirdly,the standardized construction of a multi-level intelligent sharing mechanism for criminal record data is the core effectiveness of connecting data governance mechanisms.Finally,efforts should be made to promote the construction of an intelli-gent application system for criminal record data to unleash the governance dividends of criminal record data.
