The system of regulations recordation and review is not only an important constitutional and legal supervision system but also a key focal point in advancing the modernization of the governance sys-tem and capacity of China on the track of the rule of law.From the perspective of the design,this system establishes a full-coverage pattern,vertically and horizontally,then shapes a linkage mechanism and joint review mechanism,forming a review method with both rigidity and flexibility in communication and negotiation and providing a solution to the problem of governance fragmentation.From the perspective of effectiveness,this system creates a comprehensive,multi-level and tridimensional mechanism for ex-pressing interests,responding to feedback,and making fair judgments.This helps to timely and effec-tively transform the interests and demands of the people into right-based claims,thus satisfying the high-er demands for a better life and fairness and justice.From the perspective of working practice,the appli-cation of differentiated review standards,the adherence to the principle of modesty and the incorporation of systematic support into supervision,encourage state institutions of different types and at different levels to promote reform and development through legislation under a unified legal order,thus solidifying the institutional foundation for comprehensively deepening the reform and advancing law-based governance in China.
