摘要
梳理分析昆明市生态环境保护法规可以发现,昆明市在生态环境保护立法方面已取得明显立法成效和经验,但也存在市县两级立法事项分配不清、立法体系有待完善、地方立法特色不明显等不足之处.为此,提出更新生态环境保护立法理念、加快构建生态环境保护立法体系、突出生态环境保护立法特色等对策.
Abstract
By sorting out and analyzing the regulations on ecological environment protection in Kunming City,it can be observed that significant legislative achievements and experiences have been attained in the field of ecological environment protection legislation in Kunming,offering legal safeguards for the green development of Kunming.Nevertheless,there exist certain deficiencies,such as an unclear allocation of legislative matters between the city and county levels,a legislative system that awaits improvement and indistinct local legislative features.Hence,countermeasures like refreshing the legislative concept of ecological environment protection,accelerating the construction of the legislative system for ecological environment protection and highlighting the legislative characteristics of ecological environment protection have been proposed.
