Since the 18th National Congress of the CPC,China has made a series of achievements in the system construction of ecological civilization and realized the historic reform.However,there are still some outstanding problems:deep-rooted institutional obstacles need to be reformed;the overall construc-tion of the rule of law system needs to be further improved;the system integrity is still not strict enough;and traces of the rule of man in environmental management are still quite obvious.Causes for these problems mainly include the following:the contradiction of unbalanced and insufficient development,the undeveloped nature of the primary stage of socialism,the limitation of the domestic resource and environ-ment conditions,the complexity of the"three-phase superposition"stage,and the pressing nature of inter-national environmental governance.In order to solve these problems,it is necessary to keep the strategic initiative of system construction,promote a sound ecological legal system and deepen the institutional mechanism reform of ecological civilization.
