Effect of"Huimin Insurance"on Residents'Medical Consumption Expenditure-Empirical Analysis Based on CFPS data
To alleviate the pressure on the health insurance fund and individual payments,the Chinese government encourages the development of supplementary medical insurance and commercial health insurance.Huimin Insurance was created with the original intention of filling the gaps in the health insurance fund coverage,easing the burden of medical expenses on residents,and reducing the incidence of households falling into poverty due to illness.This paper uses CFPS data from the Chinese Household Tracking Survey to test the impact of the launching of Huimin Insurance on residents burden of out-of-pocket medical expenses using the PSM-DID method.Empirical regression results show that the launching of Huimin Insurance can reduce residents'out-of-pocket medical expenses by 17%,effectively reducing the burden of medical expenses on residents.Huimin Insurance achieves this result by mechanisms such as reducing family risks and relaxing budget constraints.According to the results of heterogeneity analysis,the impact on rural areas is greater than that on towns,and the impact on high-income and middle-income groups is greater than that on low-income groups.The impact on western regions in China is greater than that on eastern regions in China.In conclusion,the following suggestions are proposed:in terms of product design,it is recommended to appropriately expand the coverage and enrich the content of the insurance;in terms of product operation,it is recommended to accelerate the promotion,seize the opportunity to explain commercial health insurance to the public,explore more potential customers,provide more value-added services,and prevent the occurrence of the death spiral problem.
