摘要
党的二十届三中全会通过了《中共中央关于进一步全面深化改革 推进中国式现代化的决定》,其中,健全社会治理体系的重要部署是在党的二十大报告基础上的具体化、明确化、重点化.我国社会治理体系具有多元复合、边界交织、相互影响的复杂结构,必须通过一体考察党的十八大以来党中央关于社会治理创新的一系列重要部署加以深刻理解和把握,也需要从层级结构视角加以深入剖析和探讨,今后还应当融合线上数字社会与线下实体社会、城市社会与乡村社会等结构视角进一步理解和把握.同时,应当从社会治理系统化、法治化、智能化、专业化、科学化等视角着力推进五个方面的改革重点任务,即建立发挥社会工作部门牵头作用体制机制、坚持和发展新时代"枫桥经验"、完善市域社会治理数字化平台、深化社会组织和行业协会商会改革、深化基层治理体制机制改革.
Abstract
Improving the Social Governance System is a prerequisite guarantee for enhancing social governance capacity,an important task for further deepening social governance reform,and a fundamental project for promoting the modernization of the national governance system and governance capacity.In Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China,the important deployment of"improving the social governance system"is the concretization,clarification,and prioritization based on the Report of the 20th National Congress of the Communist Party of China.The article first reviews and analyzes the process of proposing the social governance system,and then analyzes the connotation and essence of"improving the social governance system"from a structural perspective,continuously integrates and sorts out five key reform tasks from the perspectives of promoting the systemati-zation,legalization,intelligence,specialization,and scientification of social governance,just to establish a system and mechanism to leverage the leading role of social work departments,adhere to and develop the"Fengqiao Experience"in the new era,improve the digital platform for urban social governance,deepen the reform of social organizations and industry associations and chambers of commerce,and deepen the reform of community-level governance system and mechanism.
