摘要

随着生物技术的迅速进展,生物育种技术在全球范围内得到了广泛的应用.但同时,如何在多国之间建立一个统一和高效的法律框架,以确保技术的安全和有效应用,成了一个迫切的议题.本研究针对生物育种技术的国际法律法规框架与合规性进行了深入分析,回顾了生物育种技术的发展历程和当前的应用现状,详细探讨了国际法律法规的构建与特点.进一步分析了各国在应用生物育种技术时面临的主要法律和合规挑战,并为企业和研究者提供了一系列策略性建议.本研究认为建立一个公正、透明和高效的国际法律框架对于推进生物育种技术的全球发展至关重要.

Abstract

With the rapid advancement of biotechnology,biotechnological breeding techniques have been widely applied on a global scale.Simultaneously,establishing a unified and efficient legal framework across multiple countries to ensure the safe and effective application of these techniques has emerged as an urgent issue.This study offers a thorough analysis of the international legal framework and compliance related to biotechnological breeding techniques,reviewing the evolution of these techniques and their current applications.It further delves into the construction and characteristics of international legal regulations.The study also evaluates the primary legal and compliance challenges various countries face when applying biotechnological breeding techniques,providing a set of strategic recommendations for businesses and researchers.The research emphasizes that establishing a fair,transparent,and efficient international legal framework is crucial for promoting the global development of biotechnological breeding techniques.
