摘要
随着科技的飞速进展,生物育种技术逐渐成为农业领域的核心技术之一,为农业生产、抵御疾病和害虫、适应气候变化等问题提供了新的解决路径.然而,技术的飞速发展也带来了一系列的法律挑战.本研究旨在深入探讨生物育种技术发展中的法律框架和策略,重点分析如何在保护技术创新者的权益与满足公共利益、伦理、安全等社会诉求之间实现平衡.研究结果表明,一个公正、透明并与技术发展相适应的法律框架是确保生物育种技术健康发展的关键.为此,本研究提出了一系列策略和建议,旨在更好地平衡保护与创新.
Abstract
With the rapid advancement of technology,bio-breeding has gradually become one of the core tech-nologies in the agricultural sector,offering new solutions for agricultural production,combating diseases and pests,and adapting to climate change.However,the swift progress of the technology has brought about a series of legal challenges.This study aims to delve deep into the legal framework and strategies surrounding the development of bio-breeding technology,with a focus on how to strike a balance between protecting the rights of technology inno-vators and meeting societal demands such as public interest,ethics,and safety.The findings suggest that a just,transparent,and technologically adaptive legal framework is crucial for the healthy development of bio-breeding technology.Accordingly,a series of strategies and recommendations are proposed to better balance protection and innovation.
