本研究通过对中国国家植物园、俄罗斯圣彼得堡植物园和英国皇家植物园等案例的深入研究,分析了法治视角在园林植物资源保护中的应用.研究首先介绍了园林植物资源的重要性以及法治视角在资源保护中的意义,随后对园林植物资源的现状进行了分析,揭示了面临的威胁和法律管理体系的不足.在法治视角下,本研究详细探讨了法治原则的概念、适用性以及法律法规和政策对园林植物资源的影响,强调了法治视角对保护行为的激励和约束作用,并且通过详细的案例研究,分析了法治视角的具体应用,展示了法治视角在资源保护、公平管理和透明决策中的作用.本研究期望为更好地理解和促进园林植物资源保护提供有益的见解和建议,为未来的研究和政策制定提供有关法治视角在自然资源保护中的应用的参考.
Abstract
The study analyzes the application of the legal perspective on the protection of garden plant resources through in-depth research on cases such as the China National Botanical Garden,the Saint Petersburg Botanical Garden in Russia,and the Royal Botanic Gardens in the UK.The study first introduced the importance of garden plant resources and the significance of the legal perspective on resource protection.Then,it analyzed the current situation of garden plant resources,revealing the threats they face and the shortcomings of the legal management system.From the legal perspective,this study explores the concept and applicability of the rule of law principle in detail,as well as the impact of laws,regulations,and policies on garden plant resources.It emphasizes the incen-tive and constraint role of the rule of law perspective on protective behavior.And through detailed case studies,the specific application of the rule of law perspective was analyzed,demonstrating the role of the rule of law perspec-tive in resource protection,fair management,and transparent decision-making.This study aims to provide useful insights and suggestions for better understanding and promoting the protection of garden plant resources,and to provide reference for future research and policy formulation on the application of the legal perspective on natural resource protection.
