In the crisis of COVID-19,many traditional rules and restric-tions in European economic governance rapidly failed,and the EU countries be-gan to intervene in the economy on a large scale.Unlike the passive response during the economic crisis,the EU did not limit itself tosupplementing the orig-inal policy tools,but rather,through the Franco-German Initiative,Next Generation EU,recovery and resilience tools,long-term economic planning,and other proactive policy choices,made the EU's economic governance deviate from the traditional rules of the market,marking a brand-new starting point.The EU can not be an economic union only;otherwise,political crises would eventually arise due to various contradictions in interest distribution.Therefore,the EU has reconstructed organizational norms beyond the current policies and objectives,mainly reflected in the coexistence of rules and financial transfer,as well as the community approach to political decision-making.The EU is turning crisis into opportunity;it not only supports recovery,but also in-vests in the future.EU policies are becoming increasingly politicized as its eco-nomic governance shifts from passive response to forward-looking policy formula-tion.On the whole,the adoption of policies and political objectives such as joint debt has promoted major changes in European economic governance.However,due to the limited role of European economic system adjustment and the political divergence within member states,the centrifugal force of the EU has not been eliminated.There is still a long way to go for European economic governance to overcome the crisis and achieve recovery.
