摘要

熵权TOPSIS法是将熵权法和TOPSIS法两种方法相结合,先运用熵权法得出新数据,然后利用新数据进行TOPSIS法研究并选出最优方案的研究方法.非洲创新驱动高质量发展分析可运用熵权TOPSIS法,通过对世界银行2009~2019年的10项创新能力指标、40项高质量发展评价指标的评价分析,计算分析出非洲54个独立国家的创新能力、高质量发展水平及二者间协调性;通过分析创新与经济高质量发展两个子系统间的互动关系,凸显创新能力对高质量发展的重要意义.在此基础上,提出非洲实现高质量发展的相关对策建议:加强非洲各国创新驱动高质量发展的顶层设计,完善非洲各国创新型人才培育机制,加快非洲各国创新要素的市场化配置,优化非洲各国创新发展的金融资本配置.

Abstract

The entropy TOPSIS method is a research method that com-bines two methods,the entropy method and the TOPSIS method,firstly using the entropy method to derive new data,and then utilizing the new data to con-duct TOPSIS method research and select the optimal solution.The analysis of the innovation-driven high-quality development of Africa can use the entropy TOP-SIS method to calculate and analyze the innovation capacity,the level of high-quality development,and the coordination between the two in 54 independent countries in Africa through the evaluation and analysis of 10 innovation capacity indicators and 40 high-quality development evaluation indicators of the World Bank during 2009-2019.By analyzing the interaction between the two systems of innovation-driven and high-quality economic development,the importance of innovation capacity to high-quality development is highlighted.On this basis,the followingcountermeasures are suggested for achieving high-quality development in Africa:strengthening the top-level design for innovation-driven high-quality development,improving the mechanism for nurturing innovative talents,accel-erating the market-oriented allocation of innovation factors,and optimizing the allocation of financial capital for innovation development in African countries.
