为确保广播电视的安全播出并维护观众的收听收看权益,本方案依托现有中短波、调频、地面数字电视、有线数字电视、IPTV等监管资源,利用网络爬虫、数据库同步、分布式文件存储、音视频识别、大数据分析、安全态势感知等技术,设计了一个具备异态分级预警、节目内容识别、监管设备维护、安全态势感知、监管算法评价等功能的融合监管平台,为监测监管业务提供"全方位、全过程、全覆盖、全天候"的技术支撑.
