房屋维修保险机制研究——以泰州为例

摘要
在当前住房养老金制度设计的关键时期,本文基于实地调研,对泰州市房屋维修保险机制的理念和"多方负担、应急使用"、"多参保多提取、少参保保基本"的原则进行了剖析,发现其实质是住宅专项维修资金的补充机制,并一定程度破解了住宅专项维修资金"使用难"的问题.同时,对该机制的普适性、居民参与和法律保障问题进行评析,强调要试点扩围,进一步加强上位法支撑、提高居民参与意愿.
Abstract
In the current critical period of the design for housing pension system,this article is based on field research and analyz-es the concept of Taizhou City's house maintenance insurance mechanism and the principles of"multiple burdens,emergency use","more insurance and more withdrawals,less insurance and basic coverage".After analysis,it was proposed that it is essen-tially a supplementary mechanism for special housing maintenance funds,and to a certain extent solved the problem of"difficulty in using".At the same time,the mechanism's universality,residents'participation and legal protection issues were evaluated,emphasizing the need to expand the pilot area,further strengthen the support of higher-level laws,and increase residents'willing-ness to participate.
