摘要
住房问题既是重大的民生问题也是重大的政治问题.本文通过系统梳理新加坡组屋制度的理论逻辑、演变历史、主要支撑及其运行机制,旨在为我国住房制度改革提供经验借鉴.研究认为新加坡组屋制度对我国保障性住房建设与管理有重要启示:一是构建多层次房地产市场;二是形成多元化的融资渠道;三是探索建立政策性住房金融机构;四是重点地区加快扩建保障房;五是健全保障房的准入和退出机制.
Abstract
The housing issue is not only a major livelihood issue but also a major political issue.This paper systematically re-views the theory,logic,evolution history,main support and operation mechanism of Singapore's HDB system,aiming to provide experience for China's housing system reform.It is concluded that Singapore's HDB system has important implications for the construction and management of affordable housing in China:first,to build a multi-level real estate market;second,to build a di-versified financing channel;Third,explore the establishment of policy-based housing financial institutions;Fourth,accelerate the expansion of affordable housing in key areas;Fifth,we will improve the access and exit mechanisms for affordable housing.
