In the context of the continuous deepening of supply-side reform, enterprise upgrading at the micro level is an impor-tant way to achieve high-quality economic development.Based on the panel data of listed industrial enterprises from 2008 to 2022,this paper empirically tests the impact of zombie enterprises on enterprise upgrading through a fixed effects model, and takes enterprise innovation ability and government intervention degree as intermediary variables to explore the indirect transmis-sion mechanism. The study finds that zombie enterprises significantly slow down enterprise upgrading.Enterprise innovation abil ity and government intervention degree play important intermediary effects.Zombie enterprises hinder the pace of enterprise up-grading by inhibiting enterprise innovation ability and occupying government resources. It is particularly noteworthy that this phe-nomenon is particularly prominent in provinces and cities with stronger economic strength, indicating that the negative impact of zombie enterprises on the enterprise upgrading process is more significant in a more mature and active economic environment. This study provides new micro evidence for the problem of zombie enterprises affecting high-quality economic development, and hopes to contribute to deepening supply-side reform and high-quality economic development.
