On the basis of systematically elaborating the concepts and connotations of smart city,new technology system and smart city planning and design,this article introduces the three major guidelines of smart city planning and design under the smart technology system,constructs the overall framework of smart city planning and design under the intervention of the new technology system,and puts forward specific planning and design suggestions for macro-level regional and urban planning,meso-level community life circle planning,and micro-level street and public space planning.
