摘要
国际热核聚变实验堆(ITER)项目是世界上最大的热核聚变研究计划之一,吸引了众多国家的参与.文章根据ITER项目中某FIDIC合同框架下的施工项目,研究其工程计价规则与国内工程量清单计价规则的差异,主要关注投标报价工程量计算规则、目标价机制(结算工程量计算规则)、单价计算规则、分包费用计算和划分这几点内容,总结该国际工程项目应用的工程计价规则,并分析其与国内工程量清单计价规则的差异.文章提出的应对措施有助于加深对国际工程计价规则与国内工程量清单计价规则之间差异的理解,为参与国际工程项目的决策者提供参考,以确保项目的成功实施.
Abstract
The International Thermonuclear Experimental Reactor(ITER)project stands as one of the world's largest initiatives in thermonuclear fusion research,attracting participation from numerous countries globally.This study,based on a construction project under the FIDIC contract framework within the ITER program,examines the disparities between its engineering costing rules and domestic engineering quantity list costing rules.The focus is on aspects such as bid quoting engineering quantity calculation rules,target price mechanism(settlement engineering quantity calculation rules),unit price calculation rules,and the calculation and allocation of subcontracting costs.By summarizing the engineering costing rules applied in this international project and analyzing the differences with domestic engineering quantity list costing rules,this paper contributes to a deeper understanding of the distinctions between international engineering costing rules and domestic quantity list costing rules.The insights provided are valuable for decision-makers involved in international engineering projects,ensuring the successful implementation of projects.
