摘要
技术改造贯穿工业工程项目的全生命周期,而设计概算是技术改造项目投资控制、招标投标、项目实施以及经济评价的重要依据,因此做好技术改造项目的设计概算管理十分重要.文章以G项目为例介绍了炼油化工技改项目的常见投资变动情况,通过分析导致G项目投资变动的因素,得出造成设计概算准确性不高的主要原因,包括:设计人员经验较为缺乏、对施工现场情况估计不足,设计深度不足导致实际工作量与概算工作量偏差较大,设计单位与建设单位沟通不充分,建设单位对设计概算审查不严格等.提出了设计单位应做好技改项目的现场勘察工作,加强设计人员的培训,提升设计人员的专业素养,设计前同建设单位进行充分沟通,同时建设单位应加强组织初步设计概算的评审工作,提早发现问题,合力提高设计概算准确性的建议.
Abstract
Technical transformation projects run through the whole life cycle of oil refining and chemical engineering projects,and the budgetary estimate of design is an important basis for project investment control,bidding,project implementation and economic evaluation.By analyzing the factors leading to the change of investment in G project,the main reasons for the low accuracy of the design estimate are identified.Including:lack of experience among design personnel,insufficient estimation of construction site conditions,insufficient design depth leading to significant deviation between actual work and estimated workload,insufficient communication between design and construction units,and lax review of design estimates by construction units.It is proposed that the design units should fully investigate the construction site,strengthen the training of designers,improve the professional quality of designers,and fully communicate with the construction unit before design;the construction unit should strengthen the evaluation of the preliminary design estimates and identify problems in advance,and work together to improve the accuracy of the design estimates.
