In the current economic and environmental context,the cost-effectiveness and quality control of government engineering projects are particularly important.The tender control price,as an important means of cost control,plays an indispensable role in ensuring that engineering projects are completed within budget and meet quality standards.However,deficiencies in the setting and implementation of the tender control price,such as over-design and unreasonable construction plans,often lead to resource wastage and low investment efficiency.This study aims to explore how the tender control price affects the cost and quality of engineering projects and,through case analysis,reveal the importance of optimizing design and construction plans.Additionally,the paper will discuss strategies for earthwork balance and rock utilization to reduce unnecessary investment waste and promote the economic and environmental sustainability of engineering projects.Through comprehensive analysis and case study research,this paper proposes a series of strategies for dual optimization of cost and quality,offering new perspectives and methods for the management of government engineering projects.
