As the most common mode of general contracting for engineering projects,EPC contracting involves the design,procurement and construction of a project by a single contractor,achieving the integration of design and construction.It is widely used internationally and is currently being vigorously promoted in China.The EPC general contracting model has been applied in the long-distance pipeline industry for nearly 20 years,starting from its first application in the China West Crude Oil and Product Pipeline in 2004.However,it seems to have encountered difficulties in the application of long-distance pipeline construction in recent years.Construction Project Management Branch of PipeChina is fully exploring the E+P+C,E+PC,and EPC project management models.Based on the introduction of the construction mode of long-distance pipelines,combined with the general contracting management measures,contract model texts,and valuation specifications issued in recent years,this article analyzes the difficulties in the EPC general contracting process and provides relevant countermeasures,aiming to provide a reference for the promotion of the EPC general contracting mode of long-distance pipelines.
