As a complex large-scale transportation system,urban rail transit has the characteristics of large one-time investment scale,long fund operation and recovery period,and complex investment management.The investment control of urban rail transit engineering projects is particularly important in the current economic and environmental context.Price control in procurement is an important cost control tool that plays an indispensable role in ensuring that engineering projects are completed within budget.This article combines the historical cost situation of the rail transit signal system in Hefei City,taking budget review as the entry point,analyzes the bidding and procurement methods and costs of equipment integration and installation of the rail transit signal system,obtains relevant cost indicators of the historical line signal system,and determines the final cost indicators based on market research.Through case analysis,the importance of cost indicators in controlling construction project investment during the bidding and procurement stage is pointed out.At the same time,it is also discussed to move cost management forward to the bidding stage control and strengthen procurement budget management.Finally,measures and suggestions for cost control were proposed,strictly controlling the bidding and procurement prices to achieve the goal of reducing costs and increasing efficiency in construction projects,providing a new perspective and method for cost management of urban rail transit projects.
