Research on the Reform of the Establishment of Maximum Bid Limit Price——Taking a Pilot Project on the Reform of the Maximum Bidding Price for Construction Projects in Qingdao as an Example
The maximum bidding price is directly related to the investment benefit of the state-owned investment project,and the marketization of its price level is very important to improve the investment benefit of the project and the efficiency of the use of state-owned funds.This paper analyzes the existing problems in the compilation method and rules of the maximum bid limit price,and puts forward the research ideas and methods of increasing the supply of market price information,focusing on the statistical analysis of the list of quantities,and releasing the market transaction price information of the list items,so as to provide the basis for the compilation of the maximum bid limit price.In addition,the paper puts forward the reform orientation of'historical data as the basis,market inquiry as the leading,quota pricing as the reference",and analyzes the ideas of optimizing the preparation of the bidding project quantity list,simplifying the list price analysis table,referring to historical data,market inquiry,index pricing and other forms of list group price.Through practical cases,it also further puts forward the practical operation method of the reform of the market-oriented pricing of the maximum bid limit price,which provides a way to realize the compilation of the maximum bid limit price based on diversification and price level marketization.
