PPP mode is a kind of project operation mode of public infrastructure,and its vigorous development has brought new development opportunities for various industries,and the engineering consulting industry is no exception.This paper studies the impact of PPP mode operation on the engineering cost consulting industry,and put forward suggestions for them to participate in PPP projects.Firstly,the concept and changes of PPP project consultation are described.Then,the paper summarizes the theory and method of SWOT and analyzes the advantages,disadvantages,opportunities and threats of cost consulting units participating in PPP projects from four aspects of politics,economy,society and technology with the help of SWOT and PEST,and forms the development environment matrix of the project cost consulting industry at present.Finally,the conclusion is drawn that under the PPP model,the engineering cost consulting industry is facing a complex development en-vironment,and it should actively grasp the opportunities and meet the challenges.And on the basis of the analysis results for the project cost consulting unit how to better participate in the PPP model of the project suggestions,including improving the business capacity,increasing the business content,establishing multi-party cooperation,pay attention to quality four aspects.
